The video explains how to restore an archived plan manager in a system. Users are guided to navigate to the plan manager's page, filter by status, and select "archived" to view archived plan managers. Then, they click on the desired plan manager and choose the option to restore it. This action restores the plan manager, allowing them to be associated with participants again.
